Static ISP Proxy Providers in 2026: 5 Compared
Bright Data, Oxylabs, Decodo, IPRoyal and Rayobyte compared on price, sharing, billing, countries and trials, plus when a datacenter proxy works instead.
A static ISP proxy is a fixed address registered to a consumer internet provider but hosted in a datacenter, so it keeps one identity for months while avoiding the hosting-network label. Of the five vendors compared here, Bright Data lists the most countries, IPRoyal has the shortest published rental period (24 hours), Rayobyte names its six countries up front, and Decodo has a self-serve trial. If the address must be yours alone, buy a dedicated plan from Bright Data, Decodo or IPRoyal; Oxylabs' published ISP plans are shared by up to three users.
The five were compared on whether the address is yours alone, how it is billed, what it costs at the smallest order, where it is, what data it includes and how you can test it. Where each provider fits
Bright Data. It lists the most countries and sells shared and dedicated per-IP plans, plus a per-GB option if you would rather meter traffic than hold addresses. Each IP includes a monthly fair-use allowance, so a data-heavy address can outgrow it, and above 1,000 IPs the price is quoted by sales.
Oxylabs. Its published ISP plans are shared by up to three users, its page cuts concurrent sessions per proxy after 50 GB in a billing cycle, and the dedicated account manager is active only on the custom Enterprise tier. Buy it when shared use is acceptable and you want a published plan you can buy without a sales call.
Decodo. It sells shared and dedicated ISP IPs by the IP or by the gigabyte with no minimum commitment, lists city, state and ASN targeting for datacenter and ISP proxies, and has a three-day trial. It suits a small project that wants to test quickly.
IPRoyal. Dedicated ISP IPs rented for 24 hours as well as for 30, 60 or 90 days, with no contracts. A one-day rental is the shortest paid commitment in this group for finding out whether a static ISP address solves your problem at all; Decodo's free trial is the other way.
Rayobyte. Six named countries, and static IPs you keep until you replace them. If your markets are on the list, you know before paying; if they are not, look elsewhere. Testing static ISP IPs goes through sales.
Do you need an ISP proxy at all?
Many buyers need one stable identity, not an ISP-registered one. Test what your target actually checks. Log in to the same account through a dedicated datacenter address for a week. If the target accepts it, a datacenter address does the job for less. If it challenges or blocks the hosting range, you need an ISP or residential address.
For example, a team that checks its own ad placements daily from the same US account needs the same address every day and nothing more. A team managing accounts on a platform that classifies hosting networks needs the consumer-registered address an ISP proxy provides.
What Node4 sells instead, and its limits
Dedicated datacenter proxies. One address on Node4-owned blocks in the US, Italy or Spain, yours alone, billed per proxy per month with no data cap, from $7.45 a month for five (dedicated pricing). It is as static as an ISP proxy, but its ASN is a hosting network, so a target that classifies by network type will treat it as datacenter. It covers three countries. Residential proxies. Consumer exits from a partner network in 170+ countries (residential plan prices). They pass network-type checks, but they are not static: a session id holds an exit on a best-effort basis for up to 30 minutes. They suit consumer-looking traffic in many countries, not one address that persists for weeks.
Neither replaces an ISP proxy for a job that needs a consumer-registered address that never changes. For that, choose from the five vendors above.
The decision
Run the one-week datacenter test first. If the target accepts a hosting address, buy a dedicated datacenter proxy. If it does not and you need one fixed consumer-registered address, choose by your constraint: country coverage (Bright Data), a one-day trial rental (IPRoyal), a checkable country list (Rayobyte), shared addresses with published plan sizes (Oxylabs) or a quick free trial and per-GB billing (Decodo).
